Is a way to link Jira software issues with Jira service management issues?

Yes. You can either simply link the two issues using the link icon or you can use “Creat link issue” from JSM to create a JSW issue that is linked to the JSM issue. The later is how most folks deflect a JSM task to development and then use automation to transition the JSM issue based on the JSW issue.
