Jira users under my current Atlassian organization are linked and managed under wrong organization

Hi, please kindly allow me to provide you more details about this issue

Background: As an organization admin, I am trying to enforce authentication method of MFA to my managed users under Atlassian organization of cy-autoxjira. I already activated free trial of Atlassian Access

Issue summary: When I am trying to select the members under managed accounts, I could not find any Jira users under managed accounts.

Suspected root cause: I believe that it is because all Jira users in current organization (cy-autoxjira) are linked and managed by another organization (which I later found that it is autox-servicedesk. I have asked my team partner and found out that this organization is no longer used and the owner already left the project. Therefore, I am not able to release the managed accounts in autox-servicedesk organization, causing the impact on the managed accounts in cy-autoxjira organization

Support required: 

1. To confirm if my investigation of root cause is correct

2. To support and confirm next actions that I need to do so that I can get managed accounts under my current organization then later on I can apply authentication method to these users successfully
