Looking to update Banner in Jira, apparently "Announcement Banner" tab its missing from User interface . I have Admin access in the instance.
We are having the same issue. Yesterday we upgraded from 8.5.x to 8.20.x (with substep 8.13.x)
I have administrator rights on our data center setup yet unable to find the announcement banner option. The colleague from infra who has syst-admin rights is still able to find the option and adapt it.
So the option is still there yet as standard admin not able to use it?

Until version 8.10.1 Jira-Admininstratiors were able to access it indeed.
On Jira 8.11.0 Atlassian developers brought on the change on this global permission, restricting the access to the Announcement Banner to Jira-System-Administrators.

Ok that's definitely there in all the Jira systems I've got admin access on.
I think the only way to get rid of it is to disable the module that provides announcements (not even sure that's possible from the UI), use an app to suppress it, or have some bug. I'd want to check the log for any related errors (I'd start with a look at the time you start typing anno into that search!)

That looks odd to me, I don't think it's been removed from 8.13.
Have you tried the administration search? Box towards the top right of the page when you are in admin areas (not the quick search for issues, that's above it)
