I am not sure whether its working or not, My Question here is if i want to run 2 JIRA instance and front end is apache with proxy load balancer. does this setup works or not or anyone can help me with better solution for load balancing Jira, Confluence & core.
No, it will not work. JIRA has never done any form of clustering really. Confluence had a "clustered" installation up until about 5.5, but that has been deprecated, and it had limited uses anyway.
If you do need to cluster JIRA and/or Confluence, you need to move on to the "Data Centre" versions of the products, which do support clustering fully. Start at https://www.atlassian.com/enterprise/data-center (to defuse the first question you'll probably ask - yes, your existing installations can be converted to data-center with a minimum of effort)
