We have some external development partners that also use Jira.
Would you integrate the JIra's or JSM or grant them access to our instance so we do not have to duplicate tickets.

I believe the answer will be in how well you can control the access of external people. If you have a security policy in JIra that only allows these users to "see" what they need to see, then I believe granting them access would be the quick fix. LIcensing cost might be something to think about here.
However, the most secure way would be for them to have no access to your Jira, but rather integrate with your Jira using an integration solution like Exalate. This way you have full control over what information you are syncing across.

What are your concerns about granting them access?
Do you use an IDP to provision and manage user accounts?
I have worked in Cloud environments where the owners decided to onboard external partners into their IDP, and manage their access in that manner.
In other environments the owners have allowed the external partners to be invited to access the products without the owners have direct account management for those partners.
