i dont think so, jira records the history on who did what and ideally that information should not be tampered with.
I understand your need, as your user might have changed email address or company etc.
What i can suggest you is
- If the email address has changed for the user, you can always update the email address in his user profile.
- If username needs change, then create a new user and bulk move all issues that were assigned to him or where he has been the reporter (assuming there are no more user picker custom fields in your case)
