I download version atlassian-jira-6.4.10.tar for OS X. 

When i run startup.sh and http://localhost:8080--> always redirect to http://localhost:8080/JiraLockedError

Please help me fix this error

There usually more information on that screen as to why it is locked.  If there is not, then please read the atlassian-jira.log file for the full error.
