Hi. Can't find a way to replace our Jira account owner with our new manager. We can't add her because license number reached, which makes no sense. No one can give her access as the new owner. Please advise. Thanks.

Are we talking about organization admin here? If the person who was previously the org admin left the company, you would need someone else to replace them as there needs to be at least one active Org admin.
Also, Org admins are the only admin roles that can grant another user org admin permissions.
This is usually handled in a way that before one user goes, they grant org admin rights to the next. Another thing is for IT admin to log in as the previous org admin and grant org admin rights to the new user (if it's possible due to company policy).
Or, you could reach out to Atlassian Support and they usually can assist there.

Hi, Tobi. Thanks for reaching out. Our Admin left the company without granting permission to anyone else. We now have a new manager who needs to take on that role, but none of us can add her as a user, let alone as our Admin. I'd appreciate any tips you can offer. I appreciate you!
