License for partner access to our JIRA?

We like our partner's users to have access to our Jira. Do we need to purchase user licenses for them? The partner has their own JIRA account for their own company use. Is there any way for them to leverage their JIRA user account to access our JIRA projects? We want to create a new board for them to register bugs and enhancement requests etc. We are hoping to avoid having to purchase new user licenses for these partner users.

You need to give them each their own accounts in your Jira.
