Limit create issue screen for customers

Is it possible to limit the create issue screen for customers, while keeping the extended screen for internal use?

I now have a limited screen, but this is valid for the entire project, not just a project group

I want my customers to be able to add tickets, but e.g. not be able to set the priority of assignee. The project lead however must be able to set these fields while creating an issue.

How can I accomplish this?

Add few fields that should be visible to customer on the Create screen and leave everything else on Edit/View screens. The customers should then be granted only the create permission whereas the internam users should have Create/Edit/Assign and all other permissions needed.

Note that the project lead also won't see the fields when creating. Assign field can be hidden using the Assign permission but not all other fields.
