Limit of active users in JIRA development licenses

Hello everyone,

I have a question, we have a JIRA Software license of 250 users and three environments, of which two of them are development, I wanted to know if the active users of these two environments affect the number of licenses we have contracted.

Each server has a separate set of users as far as licencing is concerned.  If you have an account with access to all three systems, then it consumes a "seat" on each of those three systems independently.

No. It does not sum toward your commercial license. You if you have 250 on production environment, you also have 250 on developer licenses.
