is the following possible:
Project has Status 1, Status 2, Status 3, Status 4, Status 5.
every user is able to change between status 1 to 4 but only a single user is allowed to set the status 5? If yes how can this be done?

I STRONGLY advise you use roles or groups, not people. Roles give the project lead the most control. Using individual users on the condition will cause you to have to modify the workflow eventually when that user leaves or goes on vacation.

if so you can find it when you edit a workflow, click on the transition line and then on conditions
