Limited users license and LDAP Configuration

Can anyone help me to understand the below thing correctly?

1. I have JIRA 10 user license

2. There are 10000 users in LDAP.

3. When I configure LDAP with JIRA 4.4.X all users would be imported in to JIRA.

Doest that means -

1. 10 User license means - At a time 10 users can login to the system? OR

2. Administrator has to identify 10 lucky champs and give them access to JIRA? Rest all 9990 user information is stored as garbage.

AFAIK 1) yes only 10 users can use jira ( not consecutive or simultaneously, but only 10 can login into jira ) 2) yes you should add whose 10 in jira-related groups in LDAP. And only users of jira-related groups will count to licence. our users info page looks like: There are currently 546 total user(s) set up in JIRA, of which 285 are active and count towards your license limit.

10 users doesn't mean at a time 10 users logged in. It means 10 actual users in Jira.
