Link self-hosted Gitlab Repo with Jira without Admin

Hi Community,

we are currently in the process of linking our GitLab repos to the respective Jira boards.
Since we are a larger company, we also have a correspondingly large number of repos.
Now the question is whether the teams themselves can also link their repos to the boards.
For linking we use DVCS accounts, which, as far as I know, can only be accessed as Jira Admin.
My research didn't find any other way either.
Do you guys know a way how our teams can link their repos themselves, without admin rights on Jira?
That would save us a lot of time.
