Two tickets were created. One was then linked to the other but no email was sent to the linked ticket. Also the other ticket was closed and no update was sent to the linked ticket. how does the ticket interact? shouldn't both ticket raisers get real time updates, can one be closed without the other being resolved?

Links just show a connection btw the tickets, doesn't create a dependency unless you configure further. If you would like to change status automatically, you can create project automation rule. Or you can add condition/validation to the transition in workflow to check linked issue.
Regarding notifications, are they in the same project? Which users/group/roles are notified when issue is updated? You should check project notification scheme.
