Linking Current Issues Between 2 Project Folders - Jira Core

So I've just uploaded all our current tasks from our old system (Asana) to Jira Core in project folders. We want to link 2 tasks who are in two different project folders within Core, but it's only giving me 1-2 task I'm allowed to link as relates to or causes, not giving me the ability to link these two. Can't find info on why I can't link any two tasks... Do any of you know why I'm running into this issue? Everything has the same workflow.

Can you check if you have the link issue permission in the project to which issue belong.

Hm that's not it, it shows "Linked Issues" is on for all users and projects in the settings, but won't even really let me link issues within the same project folder. Still can't figure it out...
