Linking issues across projects

I have a project in JIRA called "Change Management" which is supposed to handle all the change requests of the customer delivery projects.

For example I have JIRA projects like "Customer A delivery project" , "Customer B delivery project" etc. So when "Customer A delivery project" wants to create a Change Request ticket, it should get created in "Change Management" JIRA project because the development team will pick up their tickets from there. 

The project manager of "Customer A delivery project" should be able to see the status of Change Request tickets raised by his team in the "Change Management" project in his Project dashboard and in his Project Kanban Board.

Note : We are working on team managed projects

Can anyone help with a solution for how to go about doing this in JIRA please ?

You would need to create a company-managed project for this. The reason is that team managed project only supports one board. For this use case, you would need two boards - one is your actual developer board and the second board is the board that will be only visible to your project manager. Plus, you wouldn't need to go back and forth between the two projects. Everything can be in one project with applied board permissions.

For your company managed projects you would require a Jira admin to create it. For your project manager, a new board can be created where ONLY he will be able to view it, you can specify this in Filter permissions of your board.

Only Company Managed project provide the usage of multiple boards and cross project boards.
