When using the url field is there a way to have Jira open the link in a new tab? I saw some older workarounds but wanted to know if this has been fixed in Jira.

At this time there is no further solution to this suggestion and it doesn't appear to be something that will be implemented in the near future.
My recommendation is to continue using the workarounds that you had discovered.
