Links vs Linked Issues - cannot query on

Hello!  I had a report that I was running for Finance quarterly that I was able to use the Linked Issues field to find out issues completed from a different project.  However, I went to run my query today and the Linked Issues field is completely empty.  In searching I found I could add a field in the JQL results of "Links" but I cannot query on it.  

Can someone help me with what happened?  Was this is Atlassian change that I missed?  How can I query on this data?

@Kelly Hansen Please check if you have access to all linked projects to be able to see the linked issue. You mentioned quarterly report, so something with access could have been changed. 

 

If an issue in Project A has a linked issue to an issue in Project B. You need view access (at the min) to both the projects to see the link and generate a report on it.
