How do you group the issues by team? Do you set any field? (Ex Tempo team, component, customfield etc).
If members belong to a some Jira group;
assignee in membersOf("jira-administrators") and resolution is EMPTY
If you just have an assignee;
assignee in (usera,userb,userc) and resolution is EMPTY
If you have any flag in the issues that give your team, than do the JQL according to it.
