Local jira need to be on the internet for Jira Cloud Migration Assistant to work?

Finally upgraded my old local Jira to try the Jira Cloud Migration Assistant, and quite soon I get to the point where I should connect to jira cloud, and that is ok, but as I understand it my local jira site need to be accessible by internet???

Eh, the idea of moving from local to internet is partly to make it accessable on the web, have I misunderstood this migration tool, is there another way forward for me?

The migration assistant needs to use your Jira to read data out and push it into the Cloud Jira.  This does mean your Jira needs to be internet accessible, yes.
