Looking for a specific resource management app

Hello,

we are currently looking for a Jira resource planning app that would help us with the following use case:

1) We need to plan issues on specific dates, but we require planning not only on Jira users, but also on "dummy users", or "roles" - we know that for a project in 2 years, we will need a specific role.

2) This tool should also be able to help us when a certain issue is rescheduled (and several people were already allocated to it) to move everyone's allocated time along with this issue (e. g. An issue was planned from the 1st to the 7th and User A and User B were already allocated to it on these days. This issue was then rescheduled on the next week and as this happened, the allocation of both users has moved with it).

We have already tried BigPicture and Tempo Planner and neither of those allow dummy users.
