Looking for reasons why the Update button is not working when an update is a available

Hi, 

After doing an upgrade of JIRA Software v7.4.4 to v8.20.9, I'm unable to update my Add-Ons in the Manage Add-Ons page despite seeing the notifications that there's an Update available.  To be more specific,  nothing happens after I click on the UPDATE button for the Add-On.  It's like I'm being ignored by the Jira application.  When I view the URL,  I did notice that the URL ends with an #.   

I did try to manually install the Add-On by uploading the Jar file but that gave me no results (ie It's like the app froze so I cancelled by refreshing the page).  There is nothing in the log files that would give me a hint as to why I'm seeing this behavior.

Has anyone else encountered this problem?  I've done this upgrade before on a different environment,  and did not have this issue.  I'm hoping to find some answers (solutions, guidance whatever) here before I give up and redo the upgrade from scratch.
