I like to know if we have to install the Jira add in for Ms Teams for everyone or it is just for agents?

Welcome to the community.

You will need to check the pricing and documentation for the add in. Generally add-ins will be installed and charged based on the total number of licensed users of your Jira instance. Some add-in offer an additional feature within the add-in itself to specify who can use the add-in.
