JIRA mail handler is not creating tickets from emails that have attachments. I've checked the settings and it isn't the size of the attachments. I've re-authorized the mail handler and that is fine. Messages that have no attachments having tickets created no problem.
Is it possible that our organization's Safe Attachments Scan in Progress (scans attachments) is preventing the JIRA ticket from being created? This is a recurring issue and management loses confidence in this product.

Another piece of information for this, the scan seems to take a long time to complete, even with small attachments.
