Hello,
We have a user who is not receiving Jira mails. How can we resolve this situation?
User,
-org&site admin.
-all personal settings are turned on.
-There is no restriction on the e-mail on the organization side.
-Everything looks ok when checked with Notification helper.
-Confluence emails are coming.
While everything seems ok, no solution was found, where should we look?

Does it affect all Jira notifications? From projects for all events and filter subscriptions? Even @ mentions in comments?
Is it user email, not a generic maile used in some email handler?
The fastest option would be to contact Atlassian support directly: https://support.atlassian.com/

-Yes, it affects all jira notifications. Mentions, all events etc.
-It's a user email, there is no problem with other user emails in the same domain.
