Hi 

My company has created some mailing list  (let say X) , some of the users are part of this mailing list and other new employees are not part of this .

And how should i include them to the mailing list (X) programatically.

We can not help you with managing your mailing lists.
But I can recommend a way of communicating mails to all your jira users: 

• Read this Documentation page: How to send email to all JIRA users

If you really need a way to acquire a list of all mail addresses with your jira users you could export them from the database. 

• How to export users to CSV from a JIRA application

Give the Export to the person managing the mailing lists. As said by Nic.

How have you set these up in Jira?  It's not mailing list software, so you'll need to explain what you've done with it to handle this.

Ugh.  You could have given us the plain text.

However, this has nothing to do with Jira.  It's a "mailing list" that has been set up externally.  You'll need to talk to whomever owns and maintain that list.
