Mails are not getting generated from Jira

Mails are not getting generated from Jira, mail queue is empty though and it has no error

When i started the debug mode for listener i can see tickets are being worked by users and events are being generated but emails are not being generated.

Tested the mail queue service by changing its schedule time to run, which should restart it , that too din't work for us 

Any quick help is highly appreciated

Dumb question, but are you sure that outgoing mail is enabled?

@Payne ,

With due respect no question is dump Question, seem to be a comment from a beginner.

I have been working with Jira past 4 years,we are supporting more the 14K users , are you expecting mail are not enabled.

Atlassian is investigating it , as per me it is due to disabling of JFS plugin  from the Instance

Only solution they had was restart .

My dumb question remark was about MY question, since it's sort of like "is it plugged in?" :-) No offense meant to you - I just wanted to cover a very basic scenario. Best of luck in resolving your issue.
