Making a testing environment live

If I have been developing a new Jira instance within a sandbox/testing environment. How do I transfer this to the current link to go live? Want to also include the past tickets within this new environment?

I guess because you are cloud user, you will need to reach out directly to Atlassian as I don't think you can do it from your end.
