When trying to manage workflows through the settings of a project, I am not able to edit any of the workflows or issues. I am set as an Administrator on the project I've created but am only given the default settings for the project (Business Project). Any reasoning for this, or a way I can fix this to change my settings?

To be able to manage workflows you need a 'JIRA System Administrators' account, which is different from 'JIRA Administrators'. Perhaps it could be a permissions issue.
That's not quite right. Jira Administrators and Jira System Adminstrators both have full access to create, edit, manage and delete workflows.
I think you meant Project and/or Board administrators - in some cases, they can make some restricted changes to workflows.

That document is wrong, not you. All the later versions have been corrected and say just "Jira Administrators"

I've come across similar documentation in which it states either cases for being a System Admin or just that Admin for a Project. I am currently set up as an Admin for the Project. My system administrator for our accounts is able to manage and edit all the Projects, however he is not able to change permissions for admins of the Project to allow for managing workflow (at least we have not located this in the settings).

@Chris Hohl What version of Jira are you running. The project level administration functionality was released in Jira 7.3 and enhanced in 7.4. If you're running an older version then only Jira System Administrators can modify workflows because they're considered system-level objects.
Additionally, per the documentation, only non-default AND non-shared workflows and screens can be edited by Project administrators. This means each project has to have its own workflow(s) and screens to make this possible.

Project administrators can customize their projects, add and remove users, and they can perform certain configuration tasks.
Are you not able to edit the Issue Itself? If yes, then please check if you have Edit issue permission or you can contact your jira admin for this.

Thanks for the response. I am not able to edit anything the default workflow is set to when you create a new project. For instance changing the naming convention of the workflow process the actually issue is in, ie: 'In Progress' 'Under Review' 'Approved.' I need to change the naming for my specific workflow I'm using this project for.
