Does the free version of Jira Softawe allow you to manage different projects in different accounts or is there an app that does this? I am the manager of several projects that are in several accounts that I have access to, but I need to create panels with a grouped view of all projects.

What do you mean by different "accounts"?
Do you mean that when you access these projects you are accessing different Jira instances, where the underlined portion of the following URL is different depending on the project you access?
https://something.atlassian.net/jira
If the projects exist in different Jira instances, where the underlined portion of the URL is different, one of the instances would need to have Application Links to the other instances in order for you to make reports in the one instance that includes data from the other instances.
Accounts are different urls.

You want to group Projects?
You could use Project Categories? These can be added to Project(s) to put them under one bucket. Check out more on this help page: https://support.atlassian.com/jira-cloud-administration/docs/add-assign-and-delete-project-categories/

Thanks for the feedback! But my idea would be to create a board with all the projects in a given account. It would be possible?

There's not a method to conjoin this data natively - I'd look for Apps which either...

Reading through the conversation, my take on what you are trying to achieve is this:
This is certainly possible but in order to do this you will firstly need the ability to pull in the relevant data from the different sites and to ensure that it is always up to date. The rest can be achieved via a rich dashboard.
