I want to make a dashboard where I can see all data of the developer team to manage their availability in all of the project. So what I want to ask is.
1. Is there any way I can group user in one team? such as Developer team
2. How to make the dashboard filter by the developer team only? Since the project id is mandatory|

As far as I know the project ID is not mandatory for all or for most dashbaord gadets, since you can display issues from a saved filter.
Now you should be able to select the saved filter as source issues from you dashboard gadgets.
If you want to filter dynamically on your dashboard you could also try our app Quick Filters for Jira Dashboards (I am the product manager of this app). You can test it without installation on our demo dashboards.

Explore the documentation about Teams in Jira.
This is where you can connect users to a Team entity and use the Team tag on issues to assign scope in Jira to a Team plus a lot of other features. It seems like you are on Jira cloud standard, and some of the features are available here as well.
This can then be used for you to base your dashboard on.
