Within the same project, I need to be able to create a Ticket. Then this ticket can be classified according to a specific theme.
Then this ticket is dispatched to a manager team, who then will assign it to someone on his team
Is there a possibility to do that in the same project, the same workflow or it needs to have different workflow/project?

Managing hierarchy between different types if incidents and grouping them is one of the primary features of Jira.
Your requirement is already available!
You can track your a bigger requirement through Epic which will be broken down further into Stories/tasks and subtasks.
Now the stories can be brought under an epic which defines a generic requirement.
If you have to further group down the issues based on some teams within your project, make use of components where you can specify a component lead who will be responsible for the component (in turn the team).
Once an issue is brought under a component the component lead can assess and assign to his team appropriately without spoiling the reach of the Epic that manages the overall governance of the different smaller Issues under it that help the epic to be delivered.
