Managing Teams

I have several questions on the Teams view which is accessible via Plans.

1.  What happens if you create a scrum board for a team but they are not added to this view?

2  How is this view used in the team metrics reporting like velocity?

3  What happens if the team velocity changes? Does the change take effect immediately and how does it impact the metrics?

4  Why would you leave the associated issue source blank?
