Managing attachments by step in workflow?

I support JIRA as an administrator for a couple of groups in my IT shop here.  Some of my users are asking if there is a way to manage attachments such that anyone could add and delete attachments up until a certain step in workflow and then beginning at that point restrict attachment addition and deletion to selected individuals.  So far I cannot see a way to do that.  Is there a way to do it?
