Mandatory fields just if screen asociated with transition is showed

I have set up a workflow with different transitions. There are mandatory fields in different transitions.

I would like to know if

1) is it possible not to be able to change the state after mandatory fields are filled?

2) if a path (transition) is not taken, is it possible to close the issue?

Without using a plugin the mandatory fields in the field configuration are mandatory (required) AT CREATION TIME. That means neither of these can be done.

First, I presume you are using a plugin to make the fields mandatory.

1) Yes as long as you don't present them again. they should only appear on the transition screen and view screen. 

2) The workflow dictates the possible paths. The possible paths and routes to closing an issue can be many so your question can only be answered by viewing the workflow paths and any conditions enforced along the way.

I am not using any plugin. I am trying to do it just using an option in "field configurations" > actions> required/optional.

1) I have another problem with it. I need to be able to edit the fields. I have set up a screen where all the fields are shown. I don't know if there is the best option or there is a better solution to do it

2) My question is related to mandatory fields. I have 2 path to close the issue but I have added mandatory fields in both paths.
