Mandatory fields

As we are on a cloud instance of Jira, is there any way to make a set of fields mandatory for our programs (TT) without impacting all of Mars? We need this to assure data quality for our reporting but are not sure how to enforce it without a lot of manual effort. Can you suggest any workaround for us to make a list of our issue fields mandatory for all of the users in our two programs (Market Traceability and Veritas)?
