Meaningful Name in the Email Title

My user is requesting a meaningful name in the issues when it comes via email.  How do I change the title of the email message to include a summary?

I assume you mean JIRA?

It's not clear if you are talking about emails arriving and creating issues, or the outgoing emails from JIRA?
