Mention/tag people in JIRA comment

Hi,

Is there any workaround to tag/mention people in JIRA comment without granting Browse users and groups Global Permissions?

What we need? 

Allow people to mention users from their project in comments, without seeing names of other JIRA users (not assigned to the project). 

What is now 

Without the global permissions, user cannot mention other users in comment. 

With the global permissions, tagging in comment and using Assignee field are restricted to users assigned to the project, however in the Reporter field or User workload report, user can see ALL JIRA users.

Thank you for your quick answer, I've just voted. 

However, it seems that mentioning in comment (with global permission) is already solved, isn't it? However, to use it, we still need to have Browse users and groups Global Permissions and this allow users to see ALL JIRA users while clicking on Reporter field or using User workload report.
