We have a custom field "Relationship Manager" which is of type user picker.
When one particular button is clicked button is clicked, we want to add a comment and tag the Relationship Manager.
Is it possible to have to value from the relationship manager on the ticket dynamically mentioned?

Yes possible but you would need an app like ScriptRunner or you can use Automation rules to pick up the value from the custom field and using it in the comment.
