Mentions only work in some fields

I have a an issue where I have a description box with full editing abilities and I can mention other @[deleted] The form also has text boxes which don't allow this to happen. I am trying to see if there is a config option for this but if I go to Jira Settings -> Issues -> Field Configuration I can't see how to view or edit the settings on an individual field.  I am an admin user.

Mentions only work in long text fields with rich text enabled, not plain text.  That is usually description, comments and any "free text" custom fields, IF your admins have set it in the field config.
