Hope you are doing great.
I have been asked to investigate best methods to migrate Jira software to Jira cloud.
So far I found one feasible option by using "Jira Cloud Migration Assistant".
But, we are in a private network and if we want to choose this method we have to allow access to atlassian.com(Which is not acceptable as per my Project agreement concerns).
Is there any other feasible way as per security reason concerns?

The Migration Assistant is by far the most recommended approach as it takes into account a multitude of things like configuration and user transfer.
An alternative approach would be to work with CSV exports and imports from Server to Cloud. However, in this scenario, you'll need to prepare the userbase on the Cloud site, manually setup all configuration on Cloud as well, followed by an import towards Cloud (not sure if there are limitations to amount of issues / file size for importing).
If you can, I would really try to go for the Migration Assistant and ask for a firewall exception specifically for Atlassian only for the period of the migration. But if that's really out of the question, then the CSV migration can be a fallback.
