We are using crowd for user management however now we are planning to use SSO plugin and wants to stop use of crowd completely. The challenge we are facing is to move/copy all users(external(client)+internal(AD)) into jira internal directory. We are using using older version of jira-6.3.15. Could someone please assist me with the steps that i should follow.

could you kindly share which SSO Plugin you will be using?
I work with resolution and we are the Top SSO Vendors in the Marketplace. For our own plugin SAML Single Sign On (SSO) Jira, SAML/SSO we generally have a toolset to help you.
If it's our plugin, the please open a support case via https://resolution.de/go/support as we'll have a couple of Questions around your Jira instance, that you may want to not disclose in a public forum.
If you have chosen another plugin, please let us know which one ... then that Vendor can hopefully jump in or we can give you some general SQL DB advice.
