The instructions for migrating JIRA from one server to another state that a new DB needs to be created and the data exported from the old DB and imported to the new DB. What is the risk associated with simply installing JIRA on the new server and pointing it at the existing DB (Oracle)?

Zero risk. And that's exactly what you should do unless you want to move the database as well. The instructions they're giving probably cater for moving between DBMS vendors etc.

Yup, that's exactly what backups are for. It's no risk at all. (Although you need to think about attachments too)
