We have a cloud environment where we're trying to migrate an individual Jira project to an on-prem Jira Server.
The project has about 15k issues. Reading some of the Atlassian sites, it seems to indicate that the I have to migrate the project 1st onto a staging server and then do a final migration to my actual project.
Has anyone successfully migrated an individual cloud project to a jira server?

Yes, and Atlassian's documentation is correct. You want to setup an intermediate instance. From there you download the project and upload it. You make sure to align it's default schemes to the one in your production environment. Then you migrate it it. I recommend migrating it into a staging environment first.
There are also functionality losses so it's best to have those users do UAT and ask you questions about the changes prior to the migration.
