Migrating to Cloud without Marketplace Access

We are currently not able to connect to the Jira Marketplace with our server instance due to security restrictions, but we are looking to migrate into Atlassian Cloud. Since site import is no longer an option, is there anyway we can bypass the marketplace to perform the migration using the JCMA? Would it be possible to do a backup of the existing system and do a restore into a new cloud site?

Welcome to the Atlassian community.

Why do you think your Jira instance needs to be able to connect to the Atlassian Marketplace?

If you want to use JCMA to migrate, you do need to get the app from the Marketplace, but you don't have to get it from the Marketplace directly onto the server.

Are you allowed to connect to the Atlassian Marketplace from any system, like your own workstation? If so, then you can download the JCMA app installation file from the Versions page for the app, and then install it on your Jira instance in the Manage Apps page using the Upload option.

What is the version of your Jira instance, and is it Server or Data Center?
