Migration from Old version to new version of Jira

I want to know how to migrate old bugs IDs from a old version of Jira

The new version screenshot doesn't actually mention the version, but presumably it is the current release?

Is your target Jira Cloud while the source Jira Server/DC?

If you are just trying to migrate bug issues from a project on an existing instance of an older version to a new instance of a newer version, there is the option to upgrade to the old instance to be the same version as the target and then do a project XML export and import.

There is also the option to prepare a csv export of the info you want to import and then import from csv into the target instance.
