Mimick Confluence page permissions selector in Jira

Hello Community can you help a newbie Jira administrator?

I am building an issue type in Jira for one of our users and she would like to use the same selector type than the one used in Confluence when the administrator is managing permissions for users for the current page. That is, it contains a list and then you can select another option which will add to the list with a selector. You can also remove list entries.

It needs to also support columns, but the typing suggestions are NOT needed.

Is this achievable? Will be glad to read your comments!
