When I click on the Report in JIRA, I see different reports but it's clearly missing EPIC report and SPRINT report. Is this an access issue?
Are you using Sprints on your board?
Clearly, these reports need either active sprints or closes sprints for data to show
Navigate to the board you are seeing the issues from and then navigate to the reports!!

Is there a way to generate a Time Tracking report based on Epic? We have a bunch of story/task tickets in a project. If we link these story/task tickets to their Epics, will I be able to generate a Time Tracking report categorized by their Epics?

Epic Sum Up (our plugin) does this by adding a summary panel that shows the time logg (and many more). From that panel and all other progressbars, you may open a Detail View and send your Issues to the build in Timesheet:

Well there are a lot of reports that may help you, but Jira is intended to solve anything in a basic Jira way. And time tracking per Epic is not the agilest way ;)
So the let these "corner cases" be done by apps.
There are many other plugins that do help you in this area, but Epic Sum Up is the only one that adds a summary panel with self definable metrics so you have a live report on many dimensions at once.
As far as I know the reports that are out of the box handle epics as parts of a project and not a projects itself. So they are scoping based on a different philosophy. That is by the way the reason for us to build Epic Sum Up: we use epics as projects.

Our situation is, we define a project and create some epics within this project. We then have stories and tasks which are linked to their own epics. Now we have all stories and tasks within this project and linked to their epics (categorized).
I need to run a report which can show all stories and tasks by their epics. So, there is nothing out of the box which can generate this type of epic reports (all within the same project)?

well you need to define what to see (JQL) and a report that understands the structure of your projects.
here are some examples from Epic Sum Up that summarize values to the content of a filter: in this case Epics of a Project
The progress bars summarize the logged time (but can be anything else and more than just one metric). By a click on a progress bar you will get to the screenshot above (Detail View)
But if you want to see the structure and summaries of your complete project: you can use the JQL View of Epic Sum Up:

I just tried the out-of-box report. Time Tracking Report (Forecast & Management). It shows the hierarchical structures for Stories with their subtasks, but it does not show it for Epics. I guess we will need to use Epic Sum Up as you suggested in order to see the hierarchy for each Epic with its stories (with subtasks) and tasks.

2. There is not data stored outside of Jira, Epic Sum Up does just display what is already there and give more options for live reports and editing. We are the vendor of Epic Sum Up (APTIS) - Epic Sum Up is my "baby", I am the product manager :D
3. yes, it rolls up whatever you want. We support Advanced Roadmaps very soon so that you may see even more.

We have issue created filter, wherein you can search for Epics created between a date range.

The fields are editable on the screen.
You can enter time spent, remaining estimate, original estimate, story points, status, summary name etc fields right on the report screen.
We also have a Timesheet screen, wherein you can enter time for multiple issue for multiple days from a single screen

I have seen your posting in Atlassian MarketPlace. I see that we can enter/edit time for issues. Is there a timesheet template where each user can use to enter his/her own times (linked to each issue)? It does depend on what you mean by that. Basically there are two options to report by a time period:
1. Create a time related search, e.g. all issues modified within certain date range, like
issuekey IN updatedBy(jsmith, "2018/06/01", "2018/08/31")
Then build the report based on search results.
2. If you use time tracking (Jira default or Tempo), you can create reports based on worklogs for a specific range. Here's an example of a report with worklogs grouped by week:

Unfortunately, no. We are planning to add Issue View popup soon for editing issues, but it would be just default Jira one, nothing fancy for time logging.

Yes it is a different plugin.
It has the filter for a fix version. So if you have a sprint tagged to a fix version, you can easily filter on that along with project name.
Also, you can use the JQL search option available in the app itself to filter for your sprints and you can save that filter too for future reuse.
The addition of Sprint filter dropdown is in our backlog and we will be adding it soon
