Missing issue type from Default Issue Type scheme

Some issue type are missing from Default Issue Type Scheme. And I cant add the missing issue type because this issue type is read-only.

If I copy the scheme, the copied scheme will show the missing issue type.

Atlassian told me this is an expected behavior (which I do not agree, go vote on the feature request).
